Viewing PDFs will vary from browser to browser and per device used, so please see below:
Chrome
1. Open Google Chrome on your computer. It's in the Applications folder on macOS, and the All Apps area of the Start menu on Windows.
2. Click ⁝. It's near the top-right corner of Chrome.’
3. Click Settings
4. Scroll down and click Advanced. It’s at the bottom of the page.
5. Scroll down and click Content Settings. It’s in the “Privacy and Security” section toward the bottom of the list.
6. Scroll down and click PDF documents. It’s near the bottom of the list.
7. Slide the switch to OFF. As long as the switch is off/gray, Chrome will automatically display the contents of the PDF files instead of downloading them to your computer.
Firefox
1. Open the Firefox Options window
2. Select the Applications tab
3. Locate Portable Document Format (PDF) on the list of file types
4. Change the Action to Preview In Firefox
5. Click Ok
Internet Explorer
1. Open Internet Explorer and choose Tools > Manage Add-ons
2. Under Add-on Types, select Toolbars and Extensions
3. In the Show menu, choose All add-ons
4. In the list of add-ons, select Adobe PDF Reader.
5. Manage internet explorer addons. Note: If you don’t see the Adobe PDF Reader add-on, try the other options on the menu. For example, on some systems, the add-on appears when you select Run Without Permission.
6. Click the Enable button. Note: If the button says Disable, then the add-on is already enabled. This button toggles between Enable and Disable, depending on the status of the selected add-on.
Safari
1. Open the Safari browser.
2. Click on the "Preferences"

4. From the new window that pops up, you can select security before selecting website settings.

6. A list of available plugins appears and you can choose the "Always Allow" option on Adobe Reader plugin.
7. Allow Adobe Reader for Websites
8. When these steps are done, the plugin will always be running and so allow you to view your documents using the browser when you want to. Besides the one time use you can make the opening direct by making Safari your default program for PDF.

If your browser is not allowing you to preview the PDF and you have tried the steps above, here are some common steps to try:
1. Restart your computer
2. Close and re-open the web browser
3. Use a different web browser
4. Clear your browser cache/cookies
5. Check for updates in your Adobe PDF viewer software
6. Reset the Display PDF In Browser preference (Acrobat/Reader X or earlier)
7. Download the PDF to your computer’s hard drive and open it outside of the web browser
